Zhejiang woman Alan (a pseudonym) was arrested 11 times by the
police for drug abuse in the past eight years, but each time because she was pregnant, she escaped legal punishment and turned to community drug treatment.
On December 29, Peng Mei News learned from the Xianju County Public Security Bureau in Taizhou City, Zhejiang Province that Alan was arrested by the police again
recently for drug abuse. She had not been pregnant or breastfeeding since her last abortion. At present, the public security organs have sent her to a drug rehabilitation center to enforce compulsory isolation and detoxification for two years.
“This is an angry and distressing case. Alan is unmarried and has no children. For years, it has been impossible to figure out how many pregnancies and abortions she has
had in order to avoid drug abuse. How did she keep pregnant? Is it accidental pregnancy or intentional pregnancy? She has been reluctant to answer us. But she once
said to a poisonous friend that she never wanted to be a mother, but she knew there was a baby in her stomach that could save her, so she kept getting pregnant. Xianju police officers told Peng Mei News.
Alan, 29, from Yongjia County, Wenzhou, has lived in Xianju for many years.
According to police officer Chen of Zhuxi Police Station of Xianju County Public Security Bureau, in 2010, Alan left the record for the first time for drug abuse, when
she was 21 years old, at that time she adopted administrative detention penalty. Since then, she has been caught frequently for drug abuse. Civilian policemen working in the
Xianju County Public Security Bureau have basically dealt with her.
Relevant provisions of the Drug Rehabilitation Regulations promulgated by the State Council stipulate that if a woman is pregnant or breastfeeding her infant under the age
of one is addicted to drugs, compulsory isolation and detoxification shall not be applied.
Police said, I do not know when, Alan heard that drug abuse during pregnancy will not be punished even if arrested, so she chose to use pregnancy to avoid compulsory drug
treatment punishment. Since 2011, she has been arrested 11 times for drug abuse, but each time she is pregnant, the police have to change the compulsory isolation and detoxification measures to community detoxification.
The most ridiculous incident was in early March 2013 when Alan was arrested for drug abuse. When she went to the hospital for examination, the doctor found that her baby had died in the abdomen. The doctor and the police urged her to abort the abortion,
but Alan refused to listen and even sat on the ground and played a lark to let the police
let her go. Ultimately, the police could only impose administrative detention for 15 days without executing the penalty. Less than a month later, Alan relapsed and was
captured by the police. At this time, the stillbirth was still in the abdomen. This time, she refused to have an abortion. At this time, the child had died in her abdomen for
more than two months. Unfortunately, the police only changed the compulsory isolation and detoxification against her to community detoxification. Moreover, Alan
often uses pregnancy to evade public security punishment as a capital to show off in his circle of friends.
In July this year, Alan was again seized by Xianju police for taking methamphetamine. The public security organs decided to isolate Alan for two years. As in the past, when
she was found pregnant again, the police could only change their measures and order Alan community to give up drugs for three years.
In early December, Xianju police learned that Alan had not received drug treatment in the community of his hometown in Yongjia County, but had quietly returned to Xianju
and taken drugs. After several days of squatting by the police, they were caught on the spot while taking drugs. This time Alan was not pregnant.
In addition, the police confirmed that Alan still has evidence of drug abuse,
